Request for Proposals: External Audit Services for Copcom Cooperative (2022-2024): Deadline: 15/08/2025

HIRING AUDIT FIRM TO CONDUCT EXTERNAL AUDIT SERVICES OF COPCOM COOPERATIVE FOR THE YEAR 2022, 2023 AND 2024 

BACKGROUND OF THE COOPERATIVE 

COPCOM is a cooperative organization operating in the Sector of GISOZI, District Gasabo, and City of Kigali. Most members are traders of construction materials and equipment. It has been constituted because of the transformation of the former union of associations known as UAGARWA. It is a legally licensed cooperative under license no 1320 of 06 December 2010 issued by RCA, the Cooperative regulatory body in Rwanda. 

MAIN TASKS OF THE CONSULTANT

• Conducting external audit for the years 2022, 2023, 2024 ended 31st December 2022 ,2023 and 2024 and presenting the audit report to the general assembly of COPCOM COOPERATIVE. 
• Verify a bank statement of the cooperative books of account.
• Compare all cash and bank transactions to the Cooperative budget. 
• Verify all bank and cash justifications if they are true and match with the budget lines. 
• Verify the respect of the accounting procedures (cash book and vouchers); 
• Verify how justification pieces are sorted out and kept in files. 
• Look at the coincidence between report and fund transactions.
• Conduct the external audit for the implementation of Rwanda cooperative Law in COPCOM COOPERATIVE. 
• Conduct the external audit for the implementation of Applied Tax laws in Rwanda for COPCOM COOPERATIVE. 
• Conduct the external audit for the implementation of previous external and internal audit recommendations for COPCOM COOPERATIVE. 
• Conduct an external audit of COPCOM COOPERATIVE’s rent activities in accordance with established procedure manual, internal rules and regulations for efficiency, accuracy, and security.

• Verify the activity done by the Board of Directors and other committees of COPCOM COOPERATIVE. 
• Conduct external audit for recovery activities carried out by the recovery unit for COPCOM COOPERATIVE. 
• Organize a restitution meeting with the board of directors of COPCOM COOPERATIVE to discuss the draft report before submission. 
• Submission and approval of the final audit report 
•        Assist in fraud investigations as required by the general assembly of COPCOM COOPERATIVE.

METHODOLOGY OF HIRING 

• Request for proposals from consultant (1 Stage). 
• Selection of one of them according to the evaluation criteria. 
• Sign and implement the contract. 

DELIVERABLES 

• Audit plan (Including methodology, team composition, tasks assigned and required document (Within 3 calendar days upon the signature of the contract);
• Draft audit report (Including audited financial statements in comparison to the previous year’s financial statements and the draft management letter); 
• Final audit report (Including audit opinion) 
• Presentation of the audit report to the general assembly of KOPERATIVE COPCOM

DURATION OF THE CONTRACT 

The contract shall be performed within the period of 21 days upon signature. 
 

MINIMUM QUALIFICATIONS OF THE AUDITOR

• The consultant should be an audit firm with a practitioner of ICPAR with CPA/ACCA/CIFA/CIMA with master’s degree in accounting, finance, Economics or related field and having 5 years’ experience in conducting external auditing, taxation and accounting in cooperatives.
• The consultant should have a strong team to conduct the audit and have bachelor’s degree in accounting, finance, Economics or related field. Having CPA/ACCA/CIFA and CIMA will be added value with 2 years of experience in audit service.
• The consultant should be familiar with ethics in general and the common indicators of fraud in particular. 
• The consultant should have considerable skill in effective verbal and written communications, including active listening skills and skills in presenting findings and recommendations. 
• The consultant should be able to attend COPCOM COOPERATIVE anytime where necessary for meeting purposes during the duration of the contract. 

• REQUIRED ADMINISTRATIVE DOCUMENTS 

• Company registration certificate from RDB.
• ICPAR Certificate for membership. 
• RRA tax clearance certificate for the firm.
• RSSB clearance certificate for the firm. 
• VAT certificate for the firm. 
• Three Certificate of good completion for similar service; and
• Certificate of good standing from RDB.

SELECTION CRITERIA

The technical offer will be evaluated based on the following criteria: 

NB: Passing marks for technical proposal should be 80% and you should note that the candidate with unsuccessful technical proposal, their financial proposal will not be opened. 

SUBMISSION 

In Hard Copy: The consultant shall submit hard copies of technical and financial proposals in separate envelopes at COPCOM COOPERATIVE premises located at Gasave village, Musezero cell, Gisozi sector, Gasabo district in City of Kigali.

Deadline for Submission: Not later than 5pm, Friday, August 15, 2025.

COPCOM Cooperative reserves the right to accept or reject any application. Only short-listed candidates will be invited for further examination.
