Expression of Interest (EOI) Supply of 100 Micro-Computers, power bank and bags
The Government of Rwanda has embarked on developing a vibrant ICT eco-system through digitization of its services and facilitate citizens to access services online using ICT devices available in their home and their communities. Services digitization reduces administration process and costs as well as data security, improves service delivery for better lives of the citizens and increases productivity.
The Digital Ambassadors Program (DAP) is an initiative led by the Rwandan Ministry of ICT and Innovation (MINICT) aiming to increase the number of digitally literate citizens and their use of e-Government and eBusiness services. In alignment with the Rwanda Digital Talent Policy, DAP is expected to mobilize young ambassadors to transform the lives of 5,000,000 (five million) citizens through digital skills and adoption of e-Services, driving inclusion and growth.
It is in this framework that, MINICT strives to enlarge the basis for digital transformation in rural areas. One of the challenges the programme the DAP is facing is the limited or no access to the internet connectivity in rural area. The internet connection has become more as an enabler in the daily life of the citizen in rural area as well as in urban area.
To overcome this challenge, GIZ has developed an offline solution called atingi mobile offline hub. Digital ambassadors will be provided with a Raspberry Pi on which the atingi courses will be uploaded (atingi offline hub). He/she will travel with this atingi offline hub, and carries it to the different locations, for citizen training. This way, digital ambassadors use offline atingi hub to conduct trainings on atingi for citizen at cell level who do not have access to internet. Atingi offline hub synchronizes when digital ambassador returns to the office e.g. at district level. The atingi mobile offline hub connects directly to main server (atingi.org) via the internet connection in the ambassador’s office for updates and synchronization.
