Job summary
Kepler will be piloting an entrepreneurship program that consists of an incubator as well as training, mentoring, and other types of support for beginning entrepreneurs. The pilot will start with Kepler graduates and students close to graduation. We are looking for an experienced Entrepreneurship Specialist who will manage these efforts under the direction of the Chief Innovation Officer and the Director of Careers and Alumni Affairs.
This is an exciting opportunity to build a new program that will complement existing opportunities in Kigali’s entrepreneurial ecosystem and target a broad range of possible businesses with a focus on the earliest stages of the entrepreneurial journey. We will be especially focused on entrepreneurs with marginalized backgrounds, including refugees, and women. This is a 12-month position with a possibility of renewal based on funding and the program success.

Duties and Responsibilities
- Help design the incubator program in collaboration with other Kepler staff members.
- Design and launch an entrepreneurship competition to prepare students for entrepreneurship and choose the best candidates for the incubator.
- Use their relationships and experience to connect the incubator participants and others at Kepler to the entrepreneurial ecosystem in Rwanda. This will include structured partnerships with Kepler as well as case-by-case support to individual entrepreneurs. The areas of support will include mentoring, financing, legal, marketing etc.
- Personally mentor and train entrepreneurs as they grow their skills and their businesses.
- Develop key performance indicators to measure the success of Kepler’s entrepreneurship program, set ambitious goals, and implement activities to reach those goals.
- Partner with academic leadership to explore ways to include various levels of entrepreneurship education in Kepler’s curriculum.
- Build a culture of learning by doing where aspiring entrepreneurs take responsibility for their own learning, move forward to achieve their goals, and know when to ask for support to accelerate their progress.
- As needed, provide professional development to other staff members to help them support young entrepreneurs.
- As needed, investigate and pilot additional program components to support entrepreneurship among Kepler graduates and students.

About the role
The Software Engineer Associate will oversee and assist in the development of the AmperOps platform. We’re looking for someone who has worked with large distributed systems and is not afraid to go in and assist with debugging or coding. This involves everything from making sure the infrastructure decisions are sound to decisions around software tools and platforms to use. Ampersand manages a fleet of batteries and vehicles and sells swaps. The software will be key to ensuring the success of the business model.

We are seeking to hire a qualified, dedicated, and experienced Rwandan National for the “Human Resources and Administrative Officer”. The position holder shall be based in Kigali Office with limited travels to the field and reports to the HR & Administration Manager.
PURPOSE OF THE POSITION
The Human Resources & Administrative Officer will provide support to the field locations of FH Rwanda in the execution of HR policies and programs and related activities. He/she will also support the execution of all human resource services including the administration of HR practices.
MAIN KEY RESULTS
Key Result # 1 – Supervision of execution of HR policies, procedures, and programs
- Supervise a team of administration staff, allocate tasks, monitor quality and progress of activities, provide coaching and feedback to team members, including regular performance reviews.
- Support the field management regarding the execution of HR policies and the interpretation of rules, staffing, and related personnel problems.
- Actively support and contribute to the development and adherence of FH HR policies and procedures
- Seek to understand national laws related to employment, taxation, and other issues related to human resource management and actively support FH policies alignment to these laws
- Training FH staff on FH HR policies and procedures especially FH Foundation, safe guarding policies, code of conduct, etc.
Key result # 2 – Support HR business activities
- Coordinate – in liaison with the HR Manager - the recruitment process from formulating job advertisements, arranging interviews, documenting interview results, reference checks, and drafting job offers
- Prepare contracts and all other statutory documents for newly hired staff, temporary staff, and volunteers.
- Responsible for monitoring expiry dates and maintaining schedules for contract expiry dates and probation period expiry dates and take the necessary actions regarding continuing, renewing, or terminating contracts under the supervision of the HR manager.
- Prepare induction programs for new staff and advice on accommodation options for expatriates.
- Ensure that personnel files are maintained and contain relevant and up to date staff information and are kept in a secure lockable cabinet
- Under the supervision of HR manager, responsible for timely processing of the national staff payroll in compliance with statutory deduction.
- Ensure high level of confidentiality regarding personnel data and ensure that all employee information is kept up to date, is complete, and held in a secure place.
Key Result # 3–Managing medical / insurance schemes/staff care/ staff development
- Coordinate the process of renewals of and changes in medical/Insurance schemes for all staff, including the provision of information to staff.
- Enroll joining staff into the medical scheme, including various insurance covers.
- Coordinate and actively suggest staff care activities for national staff
- Take lead in implementation of a staff development plan by maintaining follow ups on staff to take training courses identified during the fiscal year
Key Result # 4– Handle and monitor administrative activities
- Process work permits and other immigration documents for expatriates.
- Process invitation letters for visitors and advise them on visa regimes
- Assist in overseeing general administrative duties e.g. office cleanliness, mails, office supplies, etc
- Handle all administrative issues in the absence of HR manager
- Maintain an up to date record of leave balances using the human resource software

Organizational ContextThe Great Lakes region has historically suffered from cyclical violence that finds its roots in poverty and political conflict. “Intensifying hostility among states in the Great Lakes threatens a return to the regional wars that tore that region apart in previous decades” – the International Crisis Group warned in January 2020, calling for greater and more robust UN engagement in support of Peacebuilding in the region. It is against this background that FAO, UNDP, and WFP in both DRC and Rwanda have developed the project “Creating peace dividends for women and youth through increased cross-border trade and strengthened food security Cross Border” in collaboration with national counterparts in both countries and with the support from the Peace Building Fund.The project “Creating peace dividends for women and youth through increased cross-border trade and strengthened food security Cross Border” focuses on one of Africa’s most critical trading posts linking Western and Eastern Central Africa and the Goma – Rubavu border between DRC and Rwanda, a historical hot-spot of conflict but also a key source of resilience in the Great Lakes region. The project contributes to peacebuilding and social cohesion in the DRC-Rwanda border areas around Goma and Rubavu by deepening economic integration through increased cross-border trade, fostering mutual understanding and dialogue between border communities, and strengthening food security, livelihood, and income opportunities, particularly for women and youth.The project is built on the assumption that if essential impediments to local cross-border trade of agricultural products are reduced, if the capacities of young entrepreneurs in cross-border trade development are enhanced and if capacities for agricultural production are strengthened and expanded on both sides of the border, with a focus on the capacities and opportunities of women and young people then, conditions for cross-border trade will improve and cross-border community interaction will foster mutual understanding and trust by providing opportunities for dialogue among social groups around common and mutual economic interests and the increased availability of income and livelihood opportunities will reduce incentives to engage in violence as a means of improving economic circumstances, thus strengthening Peacebuilding.To achieve this, the project focuses on resolving underlying issues and grievances linked to unequal agricultural production and trade competition on the two sides of the border. Any promotion of agricultural production and cross-border trade needs to be sensitive to the perceived and real concerns over competition between the two border communities. The project also aims at addressing key impediments to cross-border trade by reducing barriers to access to income-generating activities and food supplies for communities on both sides of the border. Harassment and the prevalence of bribes and unofficial payments at the border are among the most serious hindrances to access to markets by small-scale traders.Economic inclusion of women and youth is at the center of this project. The proposed strengthening of cross-border trade is a key means of the economic integration of vulnerable groups, especially women and youth. The focus on supporting small scale traders, primarily young and female, is a way to empower women and youth at the local level, which has been shown to strengthen the resilience of communities and help mitigate risks of conflict.Furthermore, there is significant untapped potential to increase profitability, and thus further consolidate livelihoods, by improving the value-chain of agricultural production. Purpose: Programs Manager will play a key role in all aspects of activity management, coordination, planning, implementation, and reporting.

SCOPE OF WORK: The primary duties of the programs Manager will include:
- Coordinate all projects and activities within the organization
- Planning and implementation of the national project activities, providing proposals, and liaising with the technical staff and project coordinators in developing work plans, procurement, consultancies, budgeting, and disbursements.
- Establish close collaboration and working arrangements with an interdisciplinary team composed of experts from centralized and decentralized public services, NGOs, private sector, and other professional associations, to ensure timely conduct of organization activities.
- Monitor and supervise the execution of project and organization activities, and ensuring in particular close working relations with local authorities, and providing technical support and general supervision of District Project coordinators.
- Prepare the terms of reference and identify consultants/institutions to undertake assignments in accordance with the approved annual Work Plan, and submit required documentation to the executive secretary for approval.
- Organize and Participate in project meetings and workshops and other activities as required;
- Work in close collaboration with donors, partners, and public focal persons providing them with periodical reports on the progress of project activities and issues arising;
- Maintain close contacts with partners, ensuring adequate communication of organization and project activities
- Prepare, review quarterly, Annual reports and action Plan
- Any other duties as assigned by his superior
Skills and experience
- University qualification- minimum Bachelor’s degree or masters in any of the following disciplines Development studies, project management, international development, Law, governance, social sciences, communications, Education, economics or Health management and development or other relevant discipline.
- At least five years’ experience in development project management and/ or administration, including proposal development, fundraising skills, managing budgets, activity monitoring, evaluation, and reporting.
- Outstanding analytical and written skills, in English, with experience producing high-quality reports and other documentation for organization and other audiences.
- Demonstrated high-level interpersonal and cross-cultural skills, with the ability develop and maintain effective relationships with a diverse range of stakeholders, public, development partners, private sector, and CSO’s in general.
- Proven organizational skills and attention to detail, with the ability to priorities, own workload, work effectively both independently and as part of a team, and deliver quality outputs within agreed timeframes.
- Strong and demonstrable proficiency with Microsoft Office applications including Word©, Excel©, and PowerPoint©
- Experience with using information systems to generate complex reports and analysis to inform programs management and decision-making.
- Demonstrated understanding of gender equality and inclusion principles and a commitment to ensuring these are integrated into all aspects of work.
- Extensive, current professional networks across a range of sectors in Rwanda and beyond.
- Website knowledge/ management and social media experience (highly desirable).
