REQUEST FOR EXPRESSION OF INTEREST

 TITLE: “Recruitment of an Individual Consultant to assess and advise on how PASP-BDF funded cooperatives and joint ventures can effectively operate”

1. Background

1.1 IMARB Group Ltd

IMARB Group Limited operates in Musanze District, Northern Province with its head office in Kigali. The company grows and buys garlic products from different cooperatives with which it has jointly invested, and intends to process garlic into different final products that are needed on the global market for use as food additives, spices, and food supplements. IMARB Group ltd worked with cooperatives that produce garlic and formed 8 joint ventures and the group itself, to invest in garlic dry shelters and a processing plant that will process garlic into other products with high demand the world over. Joint ventures formed are Rwebeya Garlic ltd, Garuka Garlic ltd, Ninda Garlic ltd, Gahanga Garlic ltd, Nyabigoma Garlic ltd, Rubindi Garlic ltd, Karambi Garlic ltd, and Kabaya Garlic ltd.

1.2 KAIDU

KAIDU is a cooperative located in Rubavu district, Busasamana sector. It was supported through PASP matching grant to buy onion dryer with its accessories, construct a warehouse and buy other equipment to facilitate in post-harvest handling of onion.

1.3 KODUWAKA​

 This cooperative secured a grant from BDF through PASP program to buy cold room, construction, solar panels, and other equipment that would facilitate in sorting and storing carrots and other vegetables.

2. Objectives of the assignment

The overall objective of this assignment is to facilitate the establishment of the IMARB garlic processing plant that will procure garlic from farmers, dry, process, and export it; and advise the Rubavu district and the RCA on the approach to be employed to support the effective operationalization of the KODUWAKA and KAIDU cooperatives.

3. Duration of the assignment

The assignment will take 21 calendar days to be completed from the contract signing date. The consultant will work closely with the grants manager at BDF and the access to finance specialist at the SPIU/RAB as the project manager.

4. Qualification and experience

The consultant should be qualified and competent to carry out this assignment. A proposal with a clear methodology and approach to undertake the assignment shall be submitted, including certificates of previous similar assignments successfully completed, clear timelines to perform the assignment, and a signed CV detailing the qualifications and experience.

The consultant should meet the minimum requirements as indicated below:

  • Holder of a master’s degree in business administration, economics, or any other related field (justified by a notified degree certificate from a recognised university).
  • At least five (5) years experiences in the consultancy market (justified by prior assignments done with at least 3 certificates of completion of similar assignments).
  • Excellent report writing skills (justified by at least three consultancy reports prepared for previous clients).
  • Fluency in English is required

The consultant will be selected in accordance with the BDF Procurement policy under a Quality Based Selection Method.

Expressions of interest in three hard copies (one original) and in English together with technical proposals and other required documents plus a sealed envelope of financial proposal must be delivered at Reception of BDF Head Office, on or before 16/12/2021 at 3:00 p.m local time.

Expression of Interest will be opened the same day, in the presence of the consultants who choose to attend at 3:30 p.m.

The financial proposals must be in separate envelopes and will be opened only for the consultants who will reach the minimum technical score of 75% following the ranking order.
