TENDER NOTICE: SUPPLY OF TEN (10) LAPTOPS
Background
The Partnership for Resilient and Inclusive Small Livestock Markets “PRISM” is a five-year project whose overall objective is to reduce poverty by empowering poor rural men, women, and youth to participate in the transformation of the Rwanda livestock sector and to enhance their resilience. This will be achieved by focusing on food security, nutrition and empowerment of women and youth in a sustainable and climate-resilient small livestock value chain development. Specifically the project seeks to increase competitiveness and profitability of the small livestock sector for the provision of quality products from smallholder producers to domestic and regional consumers, thus improving their livelihoods, food security and nutrition whilst building overall resilience.
PRISM is a partnership programme implemented by the Government of Rwanda through RAB/SPIU, and jointly supported by IFAD and ENABEL, with Heifer International as an implementing partner and co-financer. PRISM is constituted of two complementary interventions, supported respectively by IFAD and ENABEL, whose content and strategies have been aligned, and which will be implemented jointly, under a common implementation mechanism. Heifer will implement activities in the framework of the IFAD supported interventions
Heifer Rwanda is seeking to support the implementation of this project through the provision of TEN (10) LAPTOPS to the Project staff. These laptops are expected to support the implementation, monitoring and evaluation of project. The successful bidder will be required to deliver the laptops and its accessories at Heifer head office in Kacyiru, Kigali City.

2. Quotation Requirements
Quotations must include the following information at a minimum. Incomplete quotations may be rejected.
- Full company name, physical and mailing address, and country of registration of bidder
- Description of Item, specifications, source country, price per unit, and total price in Rwanda Francs
- Delivery timing and terms
- Past supply information-At least 3 references from reputable organizations with the supply of the same quantity or more.
- Warranty information
- After-sales service information for support in maintenance
3. Tender Submission Guidelines
- Financial proposal: The contractor shall propose a reasonable cost estimate. The registered company shall be entirely responsible for all taxes.
- Experience: Bidding companies shall include information regarding their experience in the business, customer lists, proof of supplying similar goods such as copies of contracts, certificates of supply completion, etc. Bidders are encouraged to provide at least 3 reference letters in relation to supply of the similar
- Bid validity period: 90 calendar
4. Selection method
The selection will be based on demonstrated experience in business, fulfillment of the product technical specifications as per the Tender Notice, and cost.
5. Notification
The outcome of the selection shall be notified to the bidders through email and thereafter the successful bidder shall be invited for contract negotiation and signing.
6. Validity of bids
The validity of bids shall be 90 days starting from the deadline for submission of bids. Heifer Rwanda may cancel the tender at any time before the signing of the contract, including the reduction on prices of items that Heifer will judge to be out of the normal range.
7. Administrative Requirements
The bid document must include the following administrative documents at a minimum. Incomplete quotations may be rejected.
- Business registration certificate
- Valid tax clearance certificate
- Valid social security fund clearance certificate
8. Quotations and Submission
Well-presented bids prepared in English language must be sent to Heifer International Rwanda via procurement-rw@heifer.org not later than July 26, 2021 at 5pm local time. Bids submitted after the fore mentioned date and time will be rejected. Any inquiries regarding this tender should be addressed to procurement-rw@heifer.org.
